Advantages of off plan and new construction on the Costa del Sol
There are many advantages to investing in a newly built property rather than an already built property.
If you buy off plan, you agree on the price before the home is built. If prices rise during construction, the home may be worth more when it is finished: according to Spain's National Statistics Institute (INE), prices of new homes in Andalusia rose by almost 29% from 2023 to 2025. But prices can also fall, as they did after 2008, and you pay part of the price long before you can move in. By law, the money you pay before completion must be guaranteed by an insurance policy or a bank guarantee, so that you can get it back if the home is not built or not finished on time.
Studies from Singapore, Hong Kong and Israel show that buyers who sign early in a development usually pay somewhat less than those who buy later, partly as a reward for paying early and sharing the developer's risk. Spain's official price statistics do not measure this, so there is no official Spanish figure for the difference.
When you compare prices, remember that the taxes are different: in Andalusia you pay 10% VAT and 1.2% stamp duty on a new home bought from the developer, while on a resale home you generally pay 7% transfer tax instead. If you buy off plan, you pay VAT on each payment to the developer as you make it, not only at completion. And if you take out a mortgage, the loan has its own costs on top of the price, such as the valuation of the home.
Another advantage, of course, is the way a new build is constructed. You get the best equipment in terms of white goods, water heaters, air conditioning and possibly underfloor heating.
New homes also have much better energy savings, which you'll also notice on your electricity bill.
If you want to move to a particular location on the coast, be aware that it may not be possible to invest in new builds, as in many places there is no space for new construction. But you might be lucky enough to find your dream place where you can also build your own.
